<title>Water Systems Council Releases the 2025 State of the U.S. Water Well Industry Report</title>

<description><![CDATA[<p><span style="font-size: 10.5pt; font-family: Arial, sans-serif;"><br /><em><span style="color: black;">The </span></em><strong><i><span style="color: black;">Water Systems Council is proud to present the 2025 State of the U.S. Water Well Industry Report</span></i></strong><em><span style="color: black;">, based on survey data collected by an independent third-party entity.</span></em><i><br /> <em></em><br /> <em><span style="color: black;">During the fourth quarter of 2024, we </span></em><strong><span style="color: black;">surveyed 900 industry professionals </span></strong><em><span style="color: black;">across 550</span></em><br /> <em><span style="color: black;">companies, including 519 water well contractors and 314 suppliers representing distributors, manufacturers, and manufacturer representatives. New this year, we also invited groundwater professionals to participate, receiving responses from 67 individuals.</span></em><br /> <em></em><br /> <em>The 2025 State of the U.S. Water Well Industry Report provides a comprehensive look at the </em><strong>challenges</strong><em>, </em><strong>opportunities</strong><em>, and </em><strong>trends </strong><em>shaping the groundwater and well water industry. Now in its fourth year, this report captures the perspectives of industry professionals, offering valuable insights that inform decision-making, fuel strategic discussions, and highlight the evolving nature of the industry.</em><br /> <em></em><br /> <em>This year’s findings reveal an industry characterized by a sense of measured optimism. Despite ongoing workforce shortages, regulatory concerns, and economic fluctuations, </em><strong>industry confidence has increased year-over-year</strong><em>, with an average industry outlook score of 7.3, up from 6.8 last year. Contractors, in particular, remain the most optimistic segment, buoyed by solid demand and a deep-rooted passion for their work.</em><br /> <em></em><br /> <u><strong>Key Themes Emerging from This Year’s Report</strong></u><em><strong>:</strong></em></i></span></p> <ul style="list-style-type: disc;"> <li><strong><i><span style="font-size: 10.5pt; font-family: Arial, sans-serif;">Workforce Challenges Take Center Stage </span></i></strong><em><span style="font-size: 10.5pt; font-family: Arial, sans-serif;">– More than 40% of businesses continue to struggle with hiring, forcing companies to adapt their operations, rethink recruitment strategies, and explore new training models to bring younger workers into the trade.</span></em></li> <li><strong><i><span style="font-size: 10.5pt; font-family: Arial, sans-serif;">Shifting Economic and Political Climate</span></i></strong><em><span style="font-size: 10.5pt; font-family: Arial, sans-serif;"> – While concerns over the 2024 election uncertainty have subsided, industry optimism is now closely tied to expectations of policy changes, infrastructure investments, and economic conditions such as potential interest rate reductions and lower fuel prices.</span></em></li> <li><strong><i><span style="font-size: 10.5pt; font-family: Arial, sans-serif;">Growing Consumer Awareness of Water Quality</span></i></strong><em><span style="font-size: 10.5pt; font-family: Arial, sans-serif;"> – Awareness of water quality continues to shape industry sentiment. This year, 44% of respondents cited "increased awareness" as a positive factor—an increase of 10% since the survey’s launch, highlighting a growing business opportunity in water treatment and private well ownership.</span></em></li> <li><strong><i><span style="font-size: 10.5pt; font-family: Arial, sans-serif;">Regulatory and Environmental Pressures Remain a Challenge </span></i></strong><em><span style="font-size: 10.5pt; font-family: Arial, sans-serif;">– From mandatory municipal hookups to shifting groundwater rights policies, regulatory complexity remains a significant concern for contractors across multiple states, particularly in the Western U.S., where 83% of respondents cite moderate to significant regulatory impact. <title>Farm Bill Includes WSC Priorities for Rural Decentralized Water Systems</title>

The 94-page bill released by Chairwoman Stabenow explicitly outlines the inclusion of WSC’s priorities in <a href="https://imkdxkdab.cc.rs6.net/tn.jsp?f=001ikOaQzW23LF0yiTPairgLhkJOCZ1qR-gtV6dGrRuBMKPHU2KYS4uUyg-tpG_xNaxMsjdGGy6RdTyyJo5MBaAfPAt-TvjhFi-lBJoDv0hyPu6LcLOtw50zfP52UEAdXjmtiNyCJjjGmb6YU8KVg1tcwd03oZ07z_wGBAmx3RP2BxqM4UcE6SUhoUNt-xOpZJkYTWvopNeEw09eOBnCQ_3cr-6kw-OVYCIti9c4GI9XK11CDjwo1HmDn-cEiPmFWpD7uYhU318JXQ=&amp;c=az-bHfkroOLCqBiORSiL9-zS3zCGADPdvQgh9cgbDHBfrBT9NDwR7g==&amp;ch=bp-OLJcz8D0JTGlyiS3oSedxk5yaG09-EsLSID6Z9BeAAHaviJFubw==" target="_blank"><b>Sec. 6413, Rural Decentralized Water Systems</b></a>.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 10.5pt; font-family: Verdana, sans-serif;">Specifically, the Rural Prosperity and Food Security Act includes the following provisions advocated by WSC over the past year and at our most recent Fly-In:</span></p> <p><span style="color: black; font-size: 10.5pt; font-family: Tahoma, sans-serif;"> </span></p> <ul style="list-style-type: disc;"><li><span style="color: black; font-size: 10.5pt; font-family: Verdana, sans-serif;">Allows Sub-grants (loans) to individuals of up to $25,000 –we are currently limited to sub-grants (loans) of $15,000.</span></li><li><span style="color: black; font-size: 10.5pt; font-family: Verdana, sans-serif;">Includes WSC-recommended adjustments to eligibility requirements based on percentage of nonmetropolitan household income.</span></li><li><span style="color: black; font-size: 10.5pt; font-family: Verdana, sans-serif;">Allows eligible entities to use up to 10% of the grant to provide technical assistance and support relating to the maintenance and support of household decentralized water systems. This represents critical Federal investment in WSC’s future work. For example, a $2M grant to the Water Well Trust from the USDA through this program would allow up to $200,000 of the grant to be used for our technical assistance functions. We will pursue at least a $2M grant under the Rural Decentralized Water Systems Program annually.</span></li><li><span style="color: black; font-size: 10.5pt; font-family: Verdana, sans-serif;">Authorizes $100M ($20M annually) over the next five years for the Rural Decentralized Water Systems Program.</span></li></ul> <p>&nbsp;</p> <p><span style="color: black; font-size: 10.5pt; font-family: Verdana, sans-serif;">WSC is well-positioned to have our rural drinking water provisions included in the Farm Bill that ultimately reaches the President’s desk later this year. <description><![CDATA[<span style="font-size: 10.5pt; font-family: Arial, sans-serif;"><a href="https://www.watersystemscouncil.org/"><strong>Water Systems Council (WSC)</strong> </a>is extremely excited to bring you the second annual <strong><a href="https://chambermaster.blob.core.windows.net/userfiles/UserFiles/chambers/9403/File/State_of_the_Industry/2023WSCStateoftheIndustryReport.pdf">2023 State of the U.S. Water Well Industry Report!</a></strong><br /> &nbsp;<br /> The data contained is based on a state of the industry survey launched December 1, 2022, and closed out January 15, 2023. The survey was sent to Manufacturers, Distributors, Manufacturer Representatives, State Groundwater Associations, and Contractors. The <strong>response was tremendous – 890 responses – a 7% increase over last year! </strong>Of those responses, 65% were Contractors, 22% Distributors, 11% Manufacturers, and 2% Manufacturer Representatives.<br /> &nbsp;<br /> For the first time, the report identifies trends when compared to the 2022 Report. <description><![CDATA[<p style="line-height: normal;"><span>Mo Rainey will be stepping down April 4th, 2022, after 25 years leading the sales and marketing efforts for Simmons Manufacturing. Rainey is well known for his enthusiastic and tireless work for Simmons, and his leadership over the years has earned him the respect of the water well industry as a whole.<br /> <br /> Simmons President, West Soward said, "Mo is a friend to so many at Simmons, to our customers, to other vendors in the industry, and to me personally.&nbsp; We will miss him and wish him nothing but the best in the future." </span></p> <p style="line-height: normal;"><span>&nbsp;</span></p> <p style="line-height: normal;"><span>When asked about his time at Simmons Mo’s response was, “It had been great ride and for the most part a sweet ride”. <title>Local stakeholders sought to guide water planning in South Carolina&apos;s Pee Dee River Basin</title>

Department of Natural Resources (SCDNR) has announced dates for two public meetings to provide citizens with an overview of a new water planning framework that will guide surface water management in the Pee Dee River basin over the next 50 years.</span></p> <p><span style="font-size: 11.5pt; font-family: Helvetica, sans-serif;">The meetings will also serve as venues for engaging volunteers interested in serving on a council that will develop and implement the plan for the Pee Dee River basin. Meetings are scheduled in Conway at Coastal Carolina University on Monday, March 21 and in Florence at Clemson University’s Pee Dee Research and Education Center on Tuesday, March 22. Both meetings will be held from 6-8 p.m.</span></p> <p><span style="font-size: 11.5pt; font-family: Helvetica, sans-serif;">In March 2018, SCDNR established the State Water Planning Process Advisory Committee to help draft a “framework” document that will guide the development of individual river basin plans for each of the state’s eight major river basins. The Planning Process Advisory Committee includes representatives from a wide range of organizations, including the S.C. Department of Health and Environmental Control, Clemson University’s S.C. Water Resources Center, municipal and rural water systems, conservation groups, power companies and agricultural interests. In 2019, the group completed a report, the “South Carolina State Water Planning Framework,” which describes the river basin planning process and the intended contents of a river basin plan.</span></p> <p><span style="font-size: 11.5pt; font-family: Helvetica, sans-serif;">“The Planning Framework represents a foundation for the development of regional and state water plans, which are essential for our continued economic growth and protection of the resources and environment that we all share,” said Ken Rentiers, deputy director for SCDNR’s Land, Water &amp; Conservation Division.</span></p> <p><span style="font-size: 11.5pt; font-family: Helvetica, sans-serif;">Each river basin plan will be created and overseen by a river basin council, a working group of stakeholders with water interests in the basin. River basin councils in the Edisto and Broad River basins have already been established and planning activities in those basins are ongoing. The Pee Dee River basin has been selected as the next basin to implement the new planning framework. Planning efforts and councils in the other five basins will follow as funding becomes available.</span></p> <p><span style="font-size: 11.5pt; font-family: Helvetica, sans-serif;">At its most fundamental level, a river basin plan will address four basic questions:</span></p> <p><span style="font-size: 11.5pt; font-family: Helvetica, sans-serif;">1) What is the basin’s current available water supply and demand?</span></p> <p><span style="font-size: 11.5pt; font-family: Helvetica, sans-serif;">2) What are the current permitted and registered water uses within the basin?</span></p> <p><span style="font-size: 11.5pt; font-family: Helvetica, sans-serif;">3) What will be the water demand in the basin throughout the Planning Horizon (50-year planning period) and will the available water supply be adequate to meet that demand?</span></p> <p><span style="font-size: 11.5pt; font-family: Helvetica, sans-serif;">4) What water management strategies will be employed in the basin to ensure the available supply meets or exceeds future projected demand?</span></p> <p><span style="font-size: 11.5pt; font-family: Helvetica, sans-serif;">As stated in the Planning Framework, “Answering the fourth question is the heart of the water-planning process and greatly benefits from cooperation and consensus among all stakeholders throughout the basin. A successful and equitable river basin plan addresses the effects all water users have on one another and on the resource.”</span></p> <p><span style="font-size: 11.5pt; font-family: Helvetica, sans-serif;">Public involvement is critical to the goal of ensuring that future generations of South Carolinians have secure, well-managed supplies of our most critical natural resource—water. PPP2 also makes the following potentially forgivable:</span><span style="color: #403f42; font-family: Arial, sans-serif; font-size: 9pt;"></span></p> <ul style="list-style-type: disc;"><li><span style="font-size: 12pt; font-family: Verdana, sans-serif;">Covered worker protection and facility modification expenditures, including personal protective equipment, to comply with COVID-19 federal health and safety guidelines.</span></li><li><span style="font-size: 12pt; font-family: Verdana, sans-serif;">Expenditures to suppliers that are essential at the time of purchase to the recipient’s current operations.</span></li><li><span style="font-size: 12pt; font-family: Verdana, sans-serif;">Covered operating costs such as software and cloud computing services and accounting needs.</span></li></ul> <p><span style="font-family: Verdana, sans-serif; font-size: 12pt;">To be eligible for full loan forgiveness, PPP borrowers will have to spend no less than 60% of the funds on payroll over a covered period of either eight or 24 weeks.</span><br /></p> <p><b><span style="font-size: 12pt; font-family: Verdana, sans-serif;">PPP2 borrowers may receive a loan amount of up to 2.5 times their average monthly payroll costs in the year prior to the loan or the calendar year,</span></b><span style="font-size: 12pt; font-family: Verdana, sans-serif;"> the same as with PPP1, but the maximum loan amount has been cut from $10 million in the first round to $2 million maximum.</span><br /></p> <p><b><span style="font-size: 12pt; font-family: Verdana, sans-serif;">Simplified application</span></b><br /></p> <p><span style="font-family: Verdana, sans-serif; font-size: 12pt;">The new COVID-19 relief bill </span><b style="font-family: Verdana, sans-serif; font-size: 12pt;">creates a simplified forgiveness application process for loans of $150,000 or less.</b><span style="font-family: Verdana, sans-serif; font-size: 12pt;"> Specifically, a borrower shall receive forgiveness if a borrower signs and submits to the lender a certification that is not more than one page in length, includes a description of the number of employees the borrower was able to retain because of the loan, the estimated total amount of the loan spent on payroll costs, and the total loan amount.</span><br /></p> <p><span style="font-family: Verdana, sans-serif; font-size: 12pt;">The relief bill also </span><b style="font-family: Verdana, sans-serif; font-size: 12pt;">repeals the requirement that PPP borrowers deduct the amount of any EIDL advance</b><span style="font-family: Verdana, sans-serif; font-size: 12pt;"> from their PPP forgiveness amount.</span><br /></p> <p><span style="font-family: Verdana, sans-serif; font-size: 12pt;">In addition, the bill includes </span><b style="font-family: Verdana, sans-serif; font-size: 12pt;">set-asides to support first- and second-time PPP borrowers with 10 or fewer employees</b><span style="font-family: Verdana, sans-serif; font-size: 12pt;">, first-time PPP borrowers that have recently been made eligible, and for loans made by community lenders.</span><br /></p> <p><b><span style="font-size: 12pt; font-family: Verdana, sans-serif;">Tax deductibility for PPP expenses</span></b><br /></p> <p><span style="font-family: Verdana, sans-serif; font-size: 12pt;">The bill specifies that </span><b style="font-family: Verdana, sans-serif; font-size: 12pt;">business expenses paid with forgiven PPP loans are tax-deductible</b><span style="font-family: Verdana, sans-serif; font-size: 12pt;">. This supersedes prior IRS guidance that such expenses could not be deducted.</span><br /></p> <p><b><span style="font-size: 12pt; font-family: Verdana, sans-serif;">Where do businesses apply?</span></b><br /></p> <p><span style="font-family: Verdana, sans-serif; font-size: 12pt;">PPP loans are backed by the SBA but issued by financial institutions. Interested businesses should check to see if a lender is participating. Tennessee</i>, a case presently pending before the United States Supreme Court involving the right to the groundwater in the Claiborne Aquifer. This case represents the first water war focusing on groundwater.</span><span style="color: rgb(17, 17, 17); font-size: 10.5pt; font-family: Arial, sans-serif;"> </span></p> <p>&nbsp;</p> <p><b><span style="color: black; font-size: 12pt; font-family: Arial;">Background</span></b></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">The litigation began in 2006, when Mississippi filed suit against the City of Memphis and Memphis Light, Gas and Water Division (MLGW). Essentially, Mississippi alleged that MLGW, by pumping groundwater near the state boundary, was stealing groundwater from the state. Absent the pumping by MLGW, according to Mississippi, the water would remain in the aquifer beneath Mississippi. However, the pumping causes the water to artificially migrate to Tennessee, resulting in a theft.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">The initial litigation failed, as the federal courts dismissed the lawsuit, finding that Tennessee must be a party and lawsuits between states must be filed with the Supreme Court of the United States (SCOTUS). SCOTUS initially refused to hear the amended lawsuit. However, Mississippi tried again in 2014, and against the recommendations of the Obama Administration, SCOTUS agreed to take the case. Since then, the Special Master - an attorney appointed by SCOTUS to gather evidence, hold hearings and make recommendations to the Court - has been guiding the parties.</span></p> <p>&nbsp;</p> <p><b><span style="color: black; font-size: 12pt; font-family: Arial;">Claiborne Aquifer: Interstate or Intrastate?</span></b></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">The main issue has been whether the Claiborne Aquifer is an interstate or intrastate aquifer. Mississippi claims that, due to the complex hydrology and various rock formations, the water lying beneath that state should be distinguished from other water in the aquifer and be reserved for Mississippi. Mississippi asks the Court to enjoin further pumping and compensate the state for the water already pumped. Mississippi has never requested an equitable apportionment. Equitable apportionment is the method that SCOTUS has used for decades to divide surface water between competing states.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">Proceedings focusing on whether the aquifer is intrastate or interstate culminated in this report. Mississippi objected to testimony from experts as to the characteristics of the aquifer as interstate or intrastate. The Special Master overruled the objection and considered the evidence in his report. After reviewing the expert testimony and hearing the arguments of the parties, the Special Master recommended that SCOTUS find that the aquifer is interstate and that the lawsuit be dismissed, with a right to amend to add an equitable apportionment request.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">First, the Middle Claiborne Aquifer and the groundwater inside it is a single hydrogeological unit beneath several states. Mississippi did not challenge expert testimony, but alleged that the aquifer should not be viewed as a whole. Instead, differences such as thickness and permeability justify segmenting the aquifer into parts, one of which lies solely beneath Mississippi. The Special Master rejected this argument.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">Second, Tennessee’s water pumping affected the groundwater beneath Mississippi, showing that the aquifer is an interconnected resource. Tennessee did not used slanted drilling, nor did Tennessee physically enter Mississippi to pump water. The fact that the pumping in Tennessee draws groundwater from Mississippi shows that the resource is interstate.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">Third, natural flow patterns indicate that the water inside the aquifer would ultimately, if slowly, flow across state boundaries. The expert testimony showed that groundwater naturally migrates very slowly, perhaps inches per day, from Mississippi to Tennessee. Even gradual migration indicates that the resource is interstate.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">Fourth, the water inside the aquifer interacts with, and discharges into, interstate water resources. The groundwater in the Middle Claiborne Aquifer outcrop zone meets the surface water in the Wolf River, which flows from Mississippi, eventually discharging into the Mississippi.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">Therefore, reasoned the Special Master, the Middle Claiborne Aquifer is part of a single interconnected hydrogeological unit beneath multiple states, and thus an interstate resource. Equitable apportionment is the appropriate and exclusive remedy. The Special Master recommends that the complaint be dismissed with lave to amend to include a claim for equitable apportionment.</span></p> <p>&nbsp;</p> <p><b><span style="color: black; font-size: 12pt; font-family: Arial;">Equitable Apportionment &amp; Groundwater</span></b></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">Equitable apportionment has never been applied to groundwater. The report acknowledges that application to groundwater may be more difficult than application to surface water. However, the Special Master concludes that equitable apportionment applies to groundwater.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">Mississippi and Tennessee will now each be given an opportunity to file objections to the report. Outside parties wishing to weigh in will be able to file amicus (or friend-of-court) briefs. SCOTUS will then either rule upon the recommendations of the report without oral argument or, more likely, hold arguments and then rule on the recommendations.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">The report notably and meticulously relies on expert testimony for the conclusions. Although the holding that equitable apportionment applies to groundwater disputes between states would be a first, the case law precedents clearly point in that direction. In my opinion, SCOTUS will accept the recommendations of the Special Master in this case. Should Mississippi “decline the favor” of leave to amend to request equitable apportionment, the case will likely be dismissed.</span></p> <p>&nbsp;</p> <p><b><span style="color: black; font-size: 12pt; font-family: Arial;">Takeaways</span></b></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">Significant takeaways from the Special Master’s report include the importance of expert testimony in water disputes, particularly in complex groundwater cases. If the case moves forward as an equitable apportionment case, many different stakeholders will be watching, as the rulings will set precedents that will govern future groundwater wars, wars that will inevitably occur.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">For the groundwater industry, this case is extremely important. Disputes are already occurring at the border between Texas and New Mexico, as well as Mississippi and Tennessee. SCOTUS has never considered as many water cases as at present, with two cases involving Texas and New Mexico and a long running dispute between Florida and Georgia on the docket, in addition to <i>Mississippi v. Tennessee</i>. Although those other cases focus on surface water, groundwater proves important given allegations that groundwater pumping is drawing water from rivers.</span><span style="color: rgb(17, 17, 17); font-size: 10.5pt; font-family: Arial, sans-serif;"> </span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">In addition, the present formulation of equitable apportionment arguably favors urban interests over rural interests. If urban areas (that normally use public water) successfully gain priority over rural areas (which normally use private water wells) through equitable apportionment, the rulings may provide more barriers to private water wells. Water Systems Council will continue to monitor this case and provide updates when further rulings are made.</span></p> </td> </tr> </tbody></table> </td> </tr> </tbody></table> </div>]]></description>

WSC Government Affairs Liaison Jeff More has been working closely with the bipartisan leadership of the Senate Environment &amp; Public Works (EPW) Committee on the development of drinking water infrastructure funding legislation that not only increases federal funding, but also focuses federal resources on rural drinking water challenges.<br><br>Last week, the Senate EPW Committee released draft drinking water funding legislation - The Drinking Water Infrastructure Act - that contains many of WSC’s rural drinking water funding priorities.  <br><br>Highlights of the Drinking Water Infrastructure Act of 2020:<br><br>•	The total cost of the draft Drinking Water Infrastructure Act of 2020 is an estimated $2.5 billion in federal authorizations.<br><br>•	This draft bill reauthorizes the Safe Drinking Water Act emergency fund to provide resources and technical assistance to communities facing drinking water emergencies that present a substantial danger to health.<br><br>•	The draft bill increases funding for the EPA’s Assistance for Small and Disadvantaged Communities Grant Program.<br><br>•	It also codifies appropriations language that requires a state to use 20 percent of the Drinking Water State Revolving Loan Funds they receive to provide grants, no interest loans, forgiveness of loan principal or to buy, refinance or restructure debt.<br><br>•	The draft bill also makes it simpler for schools and childcare programs to test for lead in their drinking water by empowering the local water utility to do testing.<br><br>•	This draft bill authorizes $300 million in grants to assist in the remediation of emerging contaminants, with a focus on perfluoroalkyl and polyfluoroalkyl substances.<br><br>•	The draft bill provides robust funding for grant programs to help water utilities invest in and deploy new and emerging, but proven, technology essential to improve water and energy efficiency, reduce emissions, and expanding ratepayer affordability. It also authorizes $15 million annually for the EPA’s Water Infrastructure Resiliency and Sustainability Grant Programs.<br><br>The Drinking Water Infrastructure Act will likely be the basis for drinking water funding measures that will ultimately end up in an evolving COVID-19 recovery/stimulus package.<br><br>]]></description>
